General Luna, Quezon | February 26, 2026 – The General Luna District successfully hosted the 1st Quarter Division Management Committee (MANCOM) Meeting at the General Luna Multi-Purpose Hall, Brgy. San Jose, convening district supervisors, school heads, and division officials from the 3rd and 4th Congressional Districts for a comprehensive alignment of priorities, systems strengthening, and policy reinforcement.
The activity began with registration at 8:00 AM, followed by the formal preliminaries, including the singing of the Philippine National Anthem, Prayer, Bagong Pilipinas Hymn, CALABARZON March, Quezon Hymn, and the DepEd Quality Policy Statement—reaffirming the Division’s commitment to quality education and institutional integrity.
Public Schools District Supervisor Anabelle F. Empleo and Municipal Mayor Hon. Jose Stevenson M. Sangalang delivered the welcome remarks, underscoring the importance of collaborative governance between local government units and the education sector. The Roll Call of Participants was led by Deo Rioflorido, Head Teacher III.

He highlighted that improving education means improving the systems that support every learner’s journey, calling on school leaders to uphold transparency, professionalism, and accountability in all aspects of school governance.
The morning preliminaries were complemented by an intermission number featuring Indayog ni Heneral – The Folkloric Dancers of General Luna CES, showcasing local culture and talent.
During the Meeting Proper, Assistant Schools Division Superintendent Roselyn Q. Golfo presented updates on the Human Resource Merit Promotion and Selection Board (HRMPSB), including personnel movements, natural vacancies, and adherence to merit-based selection processes.
OIC-Assistant Schools Division Superintendent Lorena S. Walangumbat reinforced reminders on End-of-School-Year (EOSY) activities, stressing strict compliance with prescribed formats, accurate completion of school forms, internal pre-checking before division validation, and consistency of learner data.
Legal matters were discussed by OIC-Assistant Schools Division Superintendent Aris S. Barrago, reiterating guidelines on professional conduct, child protection policies, avoidance of conflicts of interest, and responsible use of social media to safeguard learners and personnel alike.
OIC-CID Chief Walter F. Galarosa presented Curriculum and Instruction Division (CID) updates, focusing on curriculum implementation, structured learning recovery programs, reading interventions, Senior High School monitoring, and assessment processes, including End-of-Year evaluations.
Administrative Officer V Maria Dolores D. Atienza provided updates on employee claims and benefits, including schedules for clothing allowance, mid-year bonus, productivity enhancement incentives, cash and medical allowances, and other statutory benefits. Financial matters and graduation-related policies were discussed by Accountant III Edmund R. Marin Jr., ensuring alignment with DepEd Orders and transparency in financial processes.
SGOD Chief Juanito A. Merle reported on governance operations, project monitoring, data validation processes, and compliance with national observances and division initiatives. He highlighted the importance of accurate and timely submission of reports, proper documentation, and readiness of School Improvement Plans and School Continuity Plans.
Procurement-related clarifications under RA 12009, including PPMP and APP requirements, were presented by Administrative Assistant III Michelle P. De Mesa, reinforcing compliance with submission timelines and documentation standards.
During the SDS Hour, SDS Bautista provided strategic directions on strengthening school governance, reinforcing monitoring systems, ensuring safe and orderly graduation rites, maintaining integrity in financial transactions, and upholding accountability in all levels of operations. Key concerns raised during the open forum included personnel deployment, processing of natural vacancies, fund utilization, documentation accuracy, and continued support for school programs and infrastructure improvements.
The meeting concluded with closing remarks from OIC-ASDS Walangsumbat, who encouraged sustained collaboration, adherence to strict policies, and a collective commitment to learner welfare. The session formally adjourned at 3:20 PM.
The 1st Quarter MANCOM Meeting reaffirmed the Division’s commitment to effective leadership, sound governance, and responsive educational management.
