Pursuant to Republic Act No. 10844 (Department of Information and Communications Technology Act of 2015), and in the spirit of continuous improvement in the delivery of basic education services, the Schools Division of Quezon Province officially launched its four ICT-enabled systems at the Division Training Center, July 5.
Said systems include the Quezon Online Document Tracking System (QODTS) v4.0, the Optimization of Personnel Information System (OPIS) v1.0, the Automated Records Inventory System (ARIS) v1.0, and the Quezon Online Supply Inventory System (QOSIS) v1.0., which aim to streamline the frontline services of the Division through computerization projects, particularly the Records Section, Personnel Section, Administrative Section and Supply Section. These are all implemented in adherence to the policy of the State to recognize the vital role of information and communication in nation-building, promote the development and widespread use of emerging ICT, and encourage the use of ICT for the enhancement of key public services, including education.
The QODTS is a web-based system that will help to transparently manage the flow of documents. It is designed to improve the efficiency of the Division on tracking the documents submitted for processing or appropriate action. It monitors their flow in the different operating units, as well as records and generates reports on the status of official transactions against standard turnaround time per Ease of Doing Business and Efficient Government Service Delivery Act of 2018 (RA 11032).
ARIS is an automated system that allows the SDO Quezon personnel to manage public documents and records inventory report in real time, optimizing the conduct of inventory from traditional to automated methods to effectively manage the holdings of the Division.
QOSIS is a web-based system that aims to provide transparent and equitable services in the management of properties and supplies in DepEd Quezon. This can give a picture of the Supply Section’s real-time operations, such as requisition, acquisition, procurement, fixed assets, and disposal. It can track also the status of inventory of office supplies, semi-expendable items, and assets.
On the other hand, OPIS is a local network-based system which serves as a repository of all DepEd Quezon personnel’s data, with a user-friendly system, data entry feature, display of visual dashboards, audit trail or monitoring and control feature, tools and settings, and report generation.
The Top Management attended the official launch, together with the Division Chiefs, Section Heads, and personnel involved in the development and utilization of the ICT-enabled systems.
SDS Rommel Bautista explained that these projects would be beneficial to all personnel and stakeholders of DepEd Quezon, and would raise the level of their satisfaction on the services provided by the different offices. He mentioned that these concerted efforts are timely and useful in the Division’s Office Performance Commitment and Review Form (OPCRF) on the area of ICT integration. He also emphasized that these systems could be shared as a good practice so others may also benefit and improve the delivery of their services.

It could be recalled that a series of orientations, in collaboration with the ICT unit, involving concerned offices and employees were held on June 13, 14 and 20, 2023.
