In the pursuit to provide transparent and equitable services in Property and Supply Management pursuant to Republic Act No. 10844 (Department of Information and Communications Technology Act of 2015), the Supply Section, in coordination with the ICT Unit, fronts the new-fangled Quezon Online Supply Inventory System (QOSIS) version 1.0, June 14.
QOSIS v. 1.0 is a web-based system that aims to provide transparent and equitable services in the management of properties and supplies in DepEd Quezon. This can give a picture of the Supply Section’s real-time operations, such as requisition, acquisition, procurement, fixed assets, and disposal. It can track also the status of inventory of office supplies, semi-expendable items, and assets.
The said system responds to the provision of RA 8792 (Electronic Commerce Act of 2000) which promotes the universal use of electronic transactions in the government and general public. Its benefits in the operation of SDO Quezon include the following: establishes basic standards, structure, and mechanism to implement and ensure efficient delivery of the Property and Supply Management System in accordance with Commission on Audit (COA) rules and regulations; increases the control of transparency in the management of assets and inventory; provides a platform for the monitoring and coordination of deliveries; generates reports for submission and becomes a basis of management decisions.
In addition, QOSIS v. 1.0 features a mobile-responsive application, a dashboard for Supply Office personnel, and a transaction and issuance history. The personnel in charge of inventory, who were oriented on May 10 and June 14, will have their own dashboard to fully manage their share in the system. As an added facility, all SDO personnel may request items/supplies online through their inventory in charge, and monitor the status of such requests. There will be auto-generated property numbers with QR codes per Regional Memorandum No. 179, s. 2021, as well as auto-generated forms (e.g. ICS, PAR, ITR, PTR, RIS, PR, PO, and IAR).
Envisioning a system where accurate data is readily available at the click of a button, QOSIS v. 1.0 is a huge leap that will inform policy actions. It will provide its users, most importantly the Supply Section, with a clearer picture of its real-time operations on requisition, acquisition, procurement, fixed assets, and disposal. It will not only improve tracking mechanisms but also increase efficiency in the workplace.
