To ensure the standard and uniform application of rules and processes in financial management operations, as prescribed by governing regulations for budget, accounting, procurement, and asset management, per DepEd Order No. 60, s. 2016 titled Implementation of the Financial Management Operations Manual (FMOM) and Orientation of DepEd Financial Management Staff at the Regional, Division and School Levels, the Schools Division of Quezon Province conducted a Training of Newly Hired Finance Personnel of Implementing Units on Financial Management and Operations, at M.I. Sevilla's Resort & Hotel, Lucena City, May 31-June 2, 2023.
Headed by the Budget Office led by AO V/Budget Officer III Catherine A. Pureza, together with the Planning Office, Budget Office, Accounting Office and Cashier’s Office, the New Senior Bookkeepers, Disbursing Officers and School Heads from the 23 Implementing Units attended the professional development activity. The participants were trained on basic financial concepts and processes guided by the FMOM, which generally aimed at mobilizing financial reform to increase transparency and accountability across all levels of the Department, and adhering to the basic principles of financial management and operations based on current government issuances, including the Government Accounting Manual, Philippine Public Sector Accounting Standards, Unified Accounting Code Structure, Republic Act No. 9184 (Procurement Law), and Presidential Decree No. 1445 (State Audit Code of the Philippines, as amended).
The following topics were discussed by the respective process owners and representatives: a) Planning and Management Information System (Pre-Planning, Post-Planning, Activity Request and Authority to Conduct) by Planning Officer III Marbin Jeramil Fragata; Budget Systems and Processes (Budget Prep, Budget Execution, Budget Accountability, OSBP, URS, BMS) by AO V/Budget Officer III Catherine A. Pureza; Consolidation of Budgetary Reports by ADAS III Arianne Cejane; Accounting Systems and Processes (Accounting Procedures, Financial Reporting System) by ADAS III Hazel Salibio; and Cash Systems and Procedures (Disbursement Procedures and Reports) by AO IV/Cashier II Shiela E. Javen.
The Top Management was also present. SDS Rommel C. Bautista delivered an inspiring message from the lyrics of the 1981 song “Ako ay Pilipino” by George Canseco, where everyone was reminded of the nobility of the Filipino spirit to use God-given intelligence only on good deeds and not be swayed by the glitter of material things. OIC-ASDS Edward D. Garcia emphasized this idea pointing out the importance of doing things the right way to prevent any problems at work and upon retirement.
On the other hand, ASDS Gregorio T. Mueco discussed quality fiscal management at school in relation to RA 9155 or the Governance of Basic Education Act of 2001, highlighting that any resource that gets inside the school becomes a DepEd property, and therefore must be recorded properly. He also explained that quality education is borne out of quality spending.
