In line with DepEd Order No. 029, s. 2022 titled the Adoption of Basic Education Monitoring and Evaluation Framework (BEMEF) and to cascade the Regional training on developing M&E tools, SDO Quezon through the School Governance and Operations Division - School Management Monitoring and Evaluation (SGOD-SMME) provided a professional development activity on the Customization of M&E Tools for Accountable Governance at Sevilla's Resort, Lucena City, October 3.
The activity covered a discussion with the School Heads In-Charge of Governance and Operations (SHIGOs) about the legal underpinnings of monitoring & evaluation (M&E) in the education sector; Division/School M&E System; streamlining of M&E activities; and developing/using M&E tools.
SGOD EPS Raul R. Agaran welcomed the participants and delivered an Inspirational Message on behalf of ASDS Gregorio A. Co Jr, ASD In-Charge of Operations. Dr. Maria Bernadit M. Tupas, EPS II, guided the participants on the one-day training by going through the Indicative Program of Activities, as well as the Program Objectives.
Dr. Oscar R. Duma Jr., Senior Education Program Specialist (SEPS), reviewed the M&E Underpinning Policies which include the Sustainable Development Goals (SDG) 2030, Ambisyon Natin 2040, Philippine Development Plan (PDP) 2017-2022, Republic Act No. 9155 (Governance of Basic Education Act of 2001); RA 10533 (Enhanced Basic Education Act of 2013); DepEd Order No. 24, s. 2022 (Adoption of the Basic Education Development Plan 2030); and DO 029, s. 2022 (Adoption of the Basic Education Monitoring and Evaluation Framework).
SEPS Duma highlighted the DepEd's first medium-term education plan which aims to address the current challenges facing the education sector through the four pillars: access, equity, quality, and resiliency and wellbeing. He underscored that it is hardly possible to attain the intermediate outcomes (IOs) without the enabling mechanisms, such as Education Leaders, Professional Development of Personnel, Learning Environment, Internal Systems, Stakeholders, and Private-Public Schools Partnership.
“The School M&E System should make the teaching and learning process more learner-centered and school-based management more effective and inclusive,” SEPS Duma reiterated.
After the discussion on Underpinning Policies, participants had an activity where they formed 10 groups and were given the followings tasks: to list down 10 common PAPs they usually monitor and describe how they connect their M&E Results to the Access, Equity, Quality, and Resiliency and Well-being indicators of the school. Participants also brainstormed on the common issues/challenges they encounter in the conduct of M&E. Presentation of outputs followed right away, and presenters were given Technical Assistance.
SEPS Duma also shared his learnings on “Instrumentation for the M&E of Programs/Projects” as discussed by Ms. Adelina H. Velasco of Save the Children Foundation, Consultant of the Department, during the “Capacity Building cum Workshop for SDO M&E Focal Persons on Developing M&E Tools for Different Programs, Projects and Activities” held in Tagaytay City last June 16-17, 2022. It was the second part of the program which dealt with the quick guide to M&E tools customization.
The workshop continued and the Participants took their time to accomplish the next activity. Each group shared their inputs and had a group discussion before presenting their Outputs. SEPS Duma asked the presenters follow-up questions in able to solicit more ideas and expound on their responses on tools development.
The training ended with the Evaluation and Distribution of Certificates. This would have not been successful without the support of SDS Elias Alicaya Jr. and the ASDS; and help of the Technical Working Committee: Elizabeth M. De Villa, Chairperson/SGOD Chief; Raul R. Agaran, Co-Chairperson/SGOD EPS; Oscar R. Duma Jr., Proponent/SEPS-SMME; Bernadit M. Tupas, Proponent/EPS II-SMME; Wilbert B. Porteza, Technical Personnel/ITO; Jeric V. Prudente, Emcee/ HT-III; Sherry Ann R. Casapao, Support Staff/DIC; and John Mark Arche, Documenter/SIC.
At the end of the program, the Schools Division of Quezon declared its commitment to the strengthening of the SDO Quezon M&E System for the transparent, ethical, and accountable school governance. The SHIGOs also expressed their commitment to share their learning among other school heads in their respective districts.
