DepEd Quezon has expanded its presence in REINA-POGI (Real, Infanta, General Nakar, Polillo Group of Islands) after the inauguration of its sub-office located in Real Central Elementary School, Real District, April 01. Undersecretary for Curriculum and Instruction of the Department of Education, former Regional Director in DepEd IV-A CALABARZON (2013-2016), and the institutional partner of Project DeVOLVES – Dr. Diosdado M. San Antonio, gave his inspirational message. “… na-inspire [ako] nang husto sa ginagawa ni SDS Ely… I’m honored as he [SDS Ely] invited me to be the institutional partner of Project DeVOLVES… He explained to me that, perhaps, this is a concrete manifestation of the many good things that have been somehow learned from my former teammates…,” he said. “Noon, napakahirap lumapit sa Division Office, napakahirap maglakad ng mga papel kung meron tayong gagawin. Now, the Department of Education is coming to you. … Alam nyo naman ako, laging may dagdag na hamon…. kulang na ang panahon para mag-travel, inaasahan namin na marami na rin na panahon ang mga principal at mga District Supervisors na magsagawa ng tinatawag nating learning focused school leadership… Remember that the Department of Education has been so challenged by the result of PISA… Ang baba ng result natin. Ang pakiramdam ko, we will be able to improve the quality of education if we focus on learning… It is important that we become transparent, ethical, and accountable in what we do…,” San Antonio added. Schools Division Superintendent and proponent of Project DeVOLVES, Elias A. Alicaya Jr., explained the rationale of the said project. “Alam nyo po ba, ang probinsya ng Quezon ay ika-walo sa pinakamalaking probinsya sa buong Pilipinas. Ito rin ang bumubuo sa higit kalahati ng kabuuang area ng CALABARZON na may 53.21%. Ang DepEd SDO Quezon ay isa sa apat na very large SDO sa buong bansa… Sa lawak ng land area ay hindi madali ang pagpapatupad ng iba’t ibang mga programang pang-edukasyon sa 988 schools dito po sa probinsya na may kabuuang 507, 622 enrollees ngayong taong ito. Sa pagkonsidera po natin sa geographical location ng ating probinsya, ang ating mga paaralan ay matatagpuan sa iba’t ibang lugar. Maswerte ang mga paaralan na nandito sa patag, pero ang iba sa kanila ay nasa bulubundukin at nasa matataas na lugar. Ang iba sa kanila ay kailangan pang tumawid ng ilog, tumawid ng dagat, at may mga paaralan tayo na kailangan pang baybayin… mga paaralan na mapupuntahan lamang sa pamamagitan ng paglalakad ng isang oras at minsan pa ay aabutin pa ng apat na oras na walang cellphone signal…,” SDS Alicaya emphasized. “Project DeVOLVES (Deconcentration of Vital Operations for Leveraging Volumes of Education Services) by establishing three sub-offices in three strategic locations here in Quezon… Mayroon po tayo sa Gumaca National High School… sa Catanauan Central School… at pangatlo, dito po sa Real Central School… Hindi na isang opisina lamang sa Pagbilao. Sa pamamagitan po ng tatlong sub-offices na iyan ay aaksyunan po natin ang lahat ng pangangailangan ng ating mga kasama. Paano ang inyong mga request process? Ito po ay ibinaba na sa mga sub-offices para maaksyunan ng mga Assistant Superintendents, kasama ang ating mga administrative officers, administrative aids, at job orders,” Alicaya explained further. He also tackled how the establishment of sub-offices became cost-effective to ease the financial burden of DepEd personnel in the Division Office who travel hundreds of kilometers from the place of work going to Pagbilao, Quezon where the Schools Division Office is located. The Municipal Mayor of Real, Diana Abigail D. Aquino, extended her support to SDO Quezon in her message. She pointed out the importance of partnership between the local government unit and DepEd, especially in this time of pandemic. “Thank you for recognizing the strategic location of Real, Quezon in this area of Quezon Province. Real, Quezon. We are the gateway to Polillo group of islands. We are also the gateway to REINA areas – Infanta and Nakar… Nagpapasalamat din po dahil may share ang DepEd at ang Provincial Government. Nagbibigay pugay ako sa DepEd… Welcome po kayo sa aming bayan…,” Mayor Aquino said. The welcome remarks were delivered by one of the three Assistant Division Superintendents – Gregorio A. Co Jr. while the closing remarks was given by ASDS Gregorio T. Mueco. Participants in this memorable event were unit heads and staff of SDO Quezon, District Supervisors, school heads of Real District, teachers of Real Central Elementary School, sub-office personnel, and especial guests from other Divisions who gave their congratulatory messages: SDS Rommel C. Bautista (Cavite), SDS Herberto Jose D. Miranda (Cabuyao City), SDS Editha M. Atendido (Bacoor City), SDS Daisy Z. Miranda (San Pablo City), SDS Raymundo M. Cantojos (Dasmariñas City), ASDS Edenia O. Libranda (Biñan City), and ASDS Rhina O. Ilagan (Tanauan City). Present also were the officers of DepEd-recognized organizations like NAPSSHI and QUEDSA. This inauguration of Real Sub-Office was given prayers and blessing through a mass presided by Rev. Fr. Reymar G. Olila, who mentioned about the importance of subsidiary as the highlight of his message.
