In relation to Division Memorandum No. 306, s. 2021 titled “Deconcentrating the Schools Division Office (SDO) of Quezon Province through the Establishment of Sub-Offices”, OIC-SDS Elias Alicaya Jr. defended his Capstone Paper dubbed as “The Deconcentration of DepEd SDO Quezon Province: Reaching Out and Expanding Service Horizon” to the Development Academy of the Philippines (DAP) Public Management Development Program (PMDP) Senior Executive Class (SEC), Batch 9 – Punyagi on Monday, July 19.
Alicaya’s proposal is in line with the implementation of Project DeVOLVES [Deconcentration of Vital Operations for Leveraging Volumes of Education Services] to capitalize on the Division’s potential for deconcentration of management of the most essential basic education services, considering the voice of the customers (VOCs). It draws on different legal bases, such as Republic Act No. 9155 (Governance of Basic Education Act of 2001), DepEd Order No. 52, s. 2015 (Rationalization Plan), DepEd Memorandum No. 59, s. 2019 (Prioritizing the Development of the Last Mile Schools in 2020-2021), and Executive Order No. 119, s. 2020 (which highlights the establishment of integrated government centers to foster ease of doing business), to name a few.
This initiative is aimed at establishing fully functional sub-offices in the municipalities of Real, Gumaca, and Catanauan—the strategic locations identified in the feasibility study conducted by a pool of experienced researchers in DepEd Quezon.
In a public post, Alicaya thanked the panel members, including DepEd Usec. Diosdado San Antonio, CALABARZON Regional Director Francis Bringas, former Usec. Yolanda Quijano, Knowledge Channel Director, Edric Calma, and former DAP President Eduardo Gonzales.
