Kamay ni Hesus, Lucban Quezon - In preparation for Fiscal Year 2021, the Schools Division of Quezon province through the ardent leadership of its Top Management (TM) held its Strategic Management Planning (SMP) - Phase ll at Kamay ni Hesus, Lucban, Quezon on November 19-20, 2020
Determined to set the directions of the SDO in the coming year, Dr. Elias A. Alicaya, Jr., OIC-Schools Division Superintendent, gathered all section/unit heads to deliberate on each of their proposed programs, activities and projects (PAPs) so as to ensure that they align with the Division Education Development Plan (DEDP) in congruence with the goals of DepEd IV-A CALABARZON’s strategic thrusts. This SMP was an offshoot of its Phase I which had been conducted virtually last October 29-30, 2020 where the same participants, including the Division Chiefs, presented their PAPs which were highly relevant to their office Key Result Areas (KRAs). With the collaborative effort of OIC-SDS Alicaya’s technical working group composed of the Assistant Schools Division Superintendents: OIC-ASDS Gregorio A. Co, Jr., OIC-ASDS Gregorio T. Mueco and OIC-ASDS Herbert D. Perez; Quality Management Representative, EPS Dr. Juanito A. Merle; Planning Officer Marbin D. Fragata; Monitoring and Evaluation Senior Specialist Oscar R. Duma, Jr.; and Research Senior Specialist Gilbert C. Alva, these proposed PAPs were processed to arrive at the Division banner programs focusing on: a) Capacity Building; b) Personnel Development; c) Monitoring & Evaluation/ Technical Assistance; d) Procurement, Repair and Maintenance; e) Learners’ Development; f) Partnership and Linkages; g) Research; and h) System Management.
In 2021, the CID will implement the Project SHINE (Strengthening Holistic Instructions to Nurture Teaching Empowerment) to improve the performance level of school heads and teachers through instructional supervision, provision of technical assistance, and monitoring and evaluation of curriculum learning delivery. Its counterpart, the SGOD, is set to carry out the Project DUYOG in order to Deliver effective support services, Upgrade community level partnership, Yield efficient plans thru research, Optimize human resources, and Guarantee competent performance and quality assurance.
Implementing strict social distancing as well as required health and safety protocols, the limited face-to-face SMP-Phase II was held in Lucban, Quezon to enable a more interactive discussion among participants. On Day 1, OIC-SDS Alicaya set the tone by reminding the participants of the importance of preparing a clear and feasible plan, and involving constituent members in the process in order to build team spirit, ownership and accountability. PO Fragata then presented all PAPs with their corresponding budget estimates, Budget Officer Catherine A. Pureza backing him up with the budget ceiling which had to be considered for every program, primarily those which would be charged from the Division MOOE. SEPS Duma discussed the suggested criteria that the section heads might consider as they prioritize their PAPs along with their respective budget ceilings.
Eventually, they were given enough time to make adjustments on their plan, and on the following day, were required to present their programs for appreciative critiquing. The section heads defended their PAPs to the TM and haggled with the group to earn the merit of their proposed budget. The following represented their office/section in the presentation: EPS Raul R. Agaran in behalf of the SGOD Chief; CID Chief Dr. Lorena S. Walangsumbat; AO-V Ma. Dolores D. Atienza; Supply Officer George D. Aguila; and Ms. Zee-Ann Zulueta in behalf of Accountant Susan Fontarum. Before the curtain closed, the ASDSs also presented their programs regarding their key responsibilities.M
As announced, the Program Implementation Review (PIR) shall be facilitated by the section head on a per unit basis, scheduled not later than December 2020.
