Relative to the implementation of DepEd Order No. 029, s. 2022 (Adoption of the Basic Education Monitoring and Evaluation Framework [BEMEF]), and DO 32, s. 2017 (Gender-Responsive Basic Education Policy), SDO Quezon, through the School Governance and Operations Division - School Management Monitoring and Evaluation (SGOD-SMME) Section, conducted an orientation workshop for SDO functional divisions (FDs), section/unit heads, and other personnel in different operating units regarding establishing and managing a gender-responsive Division M&E system, February 15-17.
Through DO 029, s. 2022, the Department of Education (DepEd) institutionalized a system for monitoring and evaluation of all policies, programs, projects, and activities (PPAs) to track and measure the gradual attainment of the sector and intermediate outcomes laid down in the Basic Education Development Plan (BEDP) 2030, which could be equitably implemented through the inclusion of DO 32, s. 2017, mandating all governance levels to adopt mechanisms that monitor and assess the gender-responsiveness of all PPAs implemented towards achievement quality and accessible education for all.
Dr. Oscar Duma Jr., SEPS for SMME, discussed the Scope of the Policy, Guiding Principles, and Theory of Change, and facilitated the first workshop. After the group presentations, he explained the Results Framework, the M&E System per Governance Level, and the Roles and Responsibilities of Offices.
On the next day, Dr. Michelle G. Duma, EPS II for HRD and Division GAD Coordinator, delivered a talk on making the M&E plan and activities gender-responsive.
SEPS Duma defined Performance Indicators, and showed the Agency Performance Matrix. He also reviewed the participants on basic Project Management concepts, as well as the Types of M&E in DepEd.
Before proceeding to the Operationalization of the Conduct of M&E through the Core Processes, Marbin Jeramil D. Fragata, Planning Officer III, presented the Division outcomes anchored on the BEDP 2030. His discussion paved the way for SEPS Duma’s explanation about the process of crafting the operating unit’s Implementation Plan, vis-a-vis the M&E Plan.
The following day was dedicated mainly to the second workshop on the preparation of the M&E plan, and subsequent critiquing of outputs for further improvement. All operating units were expected to submit their final plans to the SGOD-SMME for division consolidation, and submission to the Quality Assurance Division (QAD).
Contributory to the success of the activity were the active engagement of participants, including CID Chief Dr. Lorena Walangsumbat and SGOD Chief Elizabeth De Villa; the efficient technical assistance of the program management team, including SEPS-HRD Dr. Regina Marino, EPS II-SMME Dr. Maria Bernadit Tupas, and EPS II-SMN Mary Joyce Salamat; and the full support of the Top Management as manifested in the presence of ASDS Gregorio Mueco and ASDS Herbert Perez.
