In reference to DepEd Order No. 26, s. 2022 (Implementing Guidelines on the Establishment of School Governance Council [SGC]), in congruence with Republic Act 9155 (Governance of Basic Education Act of 2001) mandating the decentralization of school management and providing for the participation of stakeholders and local government units in addressing issues on access and quality education, and DO 83, s. 2012 (Implementing Guidelines on the Revised SBM Framework, Assessment Process, and Tool) highlighting school-community partnerships, SDO Quezon conducted a technical assistance workshop on managing, documenting, and assessing the SGC with select secondary schools at Sevilla’s Resort, Lucena City, February 13-14.
This activity aimed to discuss the framework and legal anchorage of the SGC; present the composition of the Division Composite Team for SGC validation; and provide technical assistance on managing the SGC, complying with the needed documentation, and assessing its functionality. It was implemented in relation to the Initial Roll Out of the SGC Functionality Assessment Tool for Secondary Schools through DepEd Memorandum of the Office of the Undersecretary for Human Resource and Organizational Development No. 0090, s. 2022, which also became the participants’ guide in preparing the needed MOVs of each functionality indicator.
In his discussion, Dr. Oscar Duma Jr., SEPS for SMME, reiterated that the SGC is expected to function in schools as a structure for shared governance and as a feedback mechanism. It also aims to ensure effective education service delivery by strengthening the role of stakeholders as partners in providing learners with accessible and quality education, upholding children’s rights, and promoting respect and well-being in the learning environment.
Initially, it could be recalled that SDO Quezon has already expressed commitment to the strict implementation of this policy at the school level during the conduct of the online Division Orientation held via Zoom on November 10, 2022, which was participated by 207 public secondary school heads, as well as invited Public Schools District Supervisors (PSDSs) and School Heads In-charge of Governance and Operations (SHIGOs).
