To provide research-based evidence as input in developing more relevant and responsive guidelines in the delivery of technical assistance to turnaround public schools, DepEd IV-A CALABARZON personnel conducted a regional validation in Calauag East Central Elementary School and Camflora National High School, June 29-30.
According to Field Technical Assistance Division Chief Michael Girard R. Alba, and as stated in Regional Memorandum No. 370, s. 2022 titled Validation of Participating Schools in the Case Study on the Delivery of Technical Assistance towards the Turnaround School Initiative Program of DepEd IV-A CALABARZON through School-Based Management (SBM), besides confirming evidence of performance, the purpose of the validation is to extend technical support and guidance to schools toward effective SBM implementation.
“Turnaround School Initiative is a program that will guide and provide support to schools to demonstrate promising strategies for successful turnaround school through continuous improvement of SBM”, FTAD Chief Alba said.
Chief Alba added that turnaround schools are those that are undergoing an institutional makeover sort. Improving the fortunes of low-performing schools, often in the most challenging circumstances, remains a persistent and pervasive challenge in many education systems, and this initiative is viewed as transformational solution.
Regional Education Program Supervisor Dr. Andrea Maybel E. Abrencillo, who was also in attendance, emphasized the importance of showing authentic data during the validation process, as it would be strong evidence for the development of relevant and responsive solutions for the betterment of school management.
Chief Alba also shared the roles of FTAD which were to consolidate reports submitted by the SDOs, provide coaching and technical assistance to the SDOs and schools in the implementation of the program, conduct progress monitoring and impact evaluation (short-term impact), and communicate and consolidate its insights and results by organizing symposia or discussions.
During the validation, it was also presented that in the implementation of TSIP, recalibration and revamp of the E-SIP, alignment of the AIP and APP in the recalibrated E-SIP, identification of Priority Improvement Area (PIA), and re-alignment of the funds, restructuring and redesigning of the organization and branding of TSIP schools shall be administered.
Meanwhile, the participating schools were selected based on the following criteria: school is below the national performance standard; and has low Enrolment Rate, High Dropout Rate, and High Repetition Rate.
After validating the data presented by Calauag East CES and Camflora NHS, Chief Alba and R-EPS Dr. Abrencillo extended technical assistance on improving documentations, and hinted that they shall be included in the program deliberation.
In the event, Mr. Arsenio Casiño, Principal III of Calauag East CES, and Mr. Felix Alegre, Principal IV of Camflora NHS, had accepted the challenge offered by the regional validating team as they inked with FTAD Chief Alba the Performance Contract. Calauag PSDS Helen Esternon and San Andres PSDS Mercedita Lorredo were also there to express support to the schools under their supervision.
SDO Quezon Senior Education Program Specialist Oscar Duma Jr., EPS Maria Dylin Garcia, PSDS Carmelo Eusebio Altamira, and Principal II Rexter Anda assisted the regional team during the validation process as members of the Composite Team in the Division. +++
